The PbS Learning Institute (PbS) recognizes winners of the 2020 PbS Barbara Allen-Hagen Award for improving conditions of confinement and the quality of life for youths in secure placements. Facilities volunteer to work with PbS and use its continuous improvement model to meet national standards with regularly reported data and development of improvement plans. The winners were selected for best use of the improvement planning process to guide culture changes and practices at the facility.
