Continuous Improvement Cycle

PbS builds performance improvement and accountability into agency, facility and program operations using a three-part cycle of activities: collecting data, analyzing the performance outcomes and summary data reports and the heart of PbS: using the data to create improvement and reforms. The PbS data-driven improvement model identifies, monitors and improves conditions of confinement and treatment services in residential facilities and programs using national standards and performance outcome measures.

Collecting Data

Twice a year PbS participants collect information by surveying youths, staff and families, and reporting administrative data, unusual incidents and the services offered by the facility or program.

Analyzing Performance

Participants are given analysis tools to identify what works and what needs to be improved in clear and easy to read reports.

Creating Improvements

Using the analysis of the data, participants work with a coach to develop an improvement plan that sets the targets for change and the strategy and individuals to implement the improvement plan.

Blueprint

The PbS Blueprint is the roadmap to achieve positive outcomes and sustain high performance by connecting the data to practices and policies shown by research or experience to achieve PbS’ standards and goals. The PbS Blueprint guides facilities’ improvement planning, PbS team meetings and agency/facility strategies for operations, programs and services.

The PbS Blueprint is organized by the nine areas established to ensure all aspects of conditions of confinement and the quality of life are included: safety, order, security, health, behavioral health, programming, justice, reintegration and family and social supports. Each area is broken down into domains – relevant sub-topics to guide development of FIPs and tables of practical information about effective practices and policies that are known to help improve the data.

Coaching

Once you know what is happening in your programs, how do you respond? Where do you start and what are the steps to success? All PbS participants are assigned a PbS coach to support and guide them in using PbS. The coaches are specially-selected, experienced juvenile justice professionals and are available year-round to provide guidance, answer questions on policies and best practices and connect you with resources or individuals needed. Most issues have been experienced before and coaches provide the link to the vast network of the PbS community.
